occasional questgiver order does not make sense

I have seen several areas where the flow is a little off. The latest example:

Alliance Darkshore 11-20

turn in quest of "breaking waves of change"
set hearth at Lor'danel
then ruin back to pick up quest "The Last Wave of Survivors"

I have seen several posts that the flow of the guides is being looked at and just wanted to bring up a minor point I have seen a few times.

The reason for that is because the quest giver for "The Last Wave of Survivors" travels between the flight path and the upstairs of the Inn.
