Actually, it doesn't work like that. Some servers are already at Stage 6, thus you have to do the main quest line until you reach the stage that your server is on before dailies become available.

Unfortunately, the Seabolt no longer exists in stage 2, but you should be able to turn in your quests at Jaina Proudmoore's new location.

That's not entirely true. As a tank I find myself at times in queue 20 minutes at a time until a healer decides to queue up.
I'm on the busiest server in the game and still get those queue times...

Umm and why are you using daggers on an enhancement shaman? You get more DPS output from slower weapons such as maces. Daggers should never ever ever EVER be used on a Shaman.
