Did you use the download page or the link through the members area?
Sometimes your membership is not detected and therefore you only get the trail version, which won't take you past level 20.
So...

The quest does exist, however there appears to be a known bug where some people are unable to get the quest. Double click the step and this should mark it with a red X so it won't continue to jump...

Sorry there's an error with the quest ordering, "Sea Wolf" MacKinley's quest "Kill-Collect" should be completed first in order to start this chain, I'll have it fixed for the next build.

You should find no problems moving forward to the Cape of SV, chain quests are generally not an issue when entering a new zone any more.
